You can get a business permit easily, so these people may have wanted to be arrested...They were obviously making a scene and setting up the stage to be arrested... Makes for a great YouTube video for sure though!
If you are going to sell food (or anything consumable) you need a "proper" business license so if someone gets sick from what your selling, they can track it.
The fact they were charging is what got them into trouble - sounds like if it had been free it wouldn't have been an issue - not sure though... lol :)
Really? they are doing that to protest against the police shutting down kid's lemonade stands (wich have been a lot since 2011), you think kids can afford a permit easily? (wich is not easy/cheap)

Now this is what you'd expect to see on candid camera as a prank, but not in real life. Law enforcement sure has it's priorities upside down there. Also the thought comes to mind they focus on people not having a permit to sell and not having a right to sell in that place... but don't seem to be in the least concerned in what they are selling. Could have been toxic stuff or bacteria/virus infected stuff (just saying, not to give anyone ideas lol).
And funny that the female police officer acts the most agressive of all... guess she could use some male/female energy balancing ;-)

disturbing or not, this video clearly tells of no vending on capital grounds without a permit. female police pig is aggressive thou.
