Chinese troops will have boots on the ground in Hawaii on Tuesday

Aloha Hawaiians!  If you see what you think are soldiers from the Communist Peoples Republic of China Army wandering about in your neck of the woods Tuesday through Thursday next week, your imagination is not playing tricks on you.

But don’t worry while Chinese soldiers will have boots on the ground in Hawaii, they are only really “simulating”.For the first time in history the U.S. Army will host the Communist Peoples Republic of China’s Army on American soil Nov. 12-14, 2013.

“Simulating humanitarian assistance and disaster relief to a fictional third country”.

You can’t make this stuff up when GridEx 2  is doing it for you.

GridEx 2 (there was already a GridEx 1in November of 2011) is a massive ‘emergency drill’ planned to take place across the whole of North America with thousands of utility workers, business executives, National Guard officers, FBI antiterrorism experts and officials from government agencies, in the United States, Canada and Mexico (who) are preparing for an emergency drill in November that will simulate physical attacks and cyberattacks that could take down large sections of the power grid. (New York Times, Aug. 16, 2013).

“Fears about the possible detonation of a nuclear warhead in the skies about the United States, for the purposes of creating an electromagnetic pulse aimed at sizzling electronics on the ground, have led a number of public figures to call for significant steps to strengthen the power grid.  Ex-CIA head R. James Woolsey is planing a campaign to convince state governments to pass laws requiring utilities to harden their electronics against potential EMP attacks.The exercise is touted as a unified move “to test the resiliency of the U.S. power grid to withstand major damage causes by a natural disaster or deliberate attack”.

“A key objective of GridEx 2 is to learn how governments would handle a loss of electrical power that is large enough to drastically affect the delivery of common and essential goods and services.” (NYT)

Hoping that the U.S., Canada or Mexico aren’t GridEx 2’s “fictional third country” and that the soldiers out on reconnaissance in Blue Hawaii don’t stamp ‘Made in China’ on it.

The New York Times reported on GridEx 2’s massive, Nov. 13-14 drill on August 16,  but never mentioned the participation of the Peoples Republic of China’s Army.

China’s Xinhua Agencies kicked in on November 6 reporting that American and Chinese soldiers will train together in the November exercise.

“The US military Pacific Commander, Samuel Locklear, said here Tuesday that a joint humanitarian assistance and disaster relief exercise to be held this month helps improve the relationship between the United States and China.” (Xinhua Agencies, Nov. 6, 2013)

”Locklear told a news briefing that the Pacific Command’s Army component commander in Hawaii has been looking forward to the Nov. 12-14 exercises “for some time”, as the Army will host the People’s Liberation Army soldiers of China to train together in a field environment, simulating humanitarian assistance and disaster relief to a fictional third country.

“Summing up his expectations for the joint exercise, Locklear said both militaries can learn something in disaster management and “better prepare tomorrow than yesterday”.

“In relation to our ability to do this with our Chinese counterparts”, he said, “this kind ofexercise gives us a place to start, and get into the rhythm of understanding and trusting each other.”

“The joint exercise was announced during an August visit to Washington by Chinese Minister of National Defense Chang Wanquan, as China and the United States expand their military-to-military relationship and explore cooperation opportunities in non-traditional security areas.”

On August 19, Defense Secretary Chuck Hagel escorted China Minister of National Defense Gen. Wanquan during an honor cordon at the Pentagon.

In a same day press conference, Gen. Wanquan said China’s military has never supported any hacker actions, expressing at the joint press conference that the cyber space is a new field and cyberspace security threats have become a world wide problem. “China is one of the major victims of hacker attacks, suffering serious threats from network attacks,” he said.

Meanwhile, let’s hope the last one out of the GridEx 2 simulation exercise turns North America’s lights back on.

  • What about Fukushima? China has been anything but cooperative with helping Japan, and won't allow evacuation of Japanese citizens into China in event of another catastrophe (they'll have to come to the U.S. instead). Note that of all the countries listed below in the Nuclear Energy Agency transcripts, China's name isn't mentioned anywhere as far as helping out the Japanese with Fukushima.

    Nuclear safety and regulation following Fukushima

    Stress tests

    Following the accident, every country with operating nuclear power plants conducted initial assessments of the continued safe operation of its plants. More thorough evaluations of the accident and its impact on safety were also undertaken. These have been called safety assessments or “stress tests”.

    The stress tests evaluate the responses of a nuclear power plant to severe external events (single and multiple). They consider the initiating events, the consequential loss of safety functions and the management of a severe accident. Both the NEA and the IAEA have played a significant role in the exchange of related information among countries.

    Stress tests in the European Union (EU) began on 1 June 2011, and were performed according to the specifications adopted by the European Nuclear Safety Regulators’ Group (ENSREG). The results are online. In addition to EU members, a number of non-EU countries (Armenia, Belarus, Croatia, Russia, Switzerland, Turkey and Ukraine) agreed to carry out stress tests using the EU methodology. National safety assessments have also been or are being carried out in Canada, Japan, Mexico, the Republic of Korea and the United States. The results are online.

    Accident management and progression

    Benchmark Study of the Accident at the Fukushima Daiichi Nuclear Power Station

    Improving the current knowledge base regarding the status of the reactor cores in units 1 to 3 of the Fukushima Daiichi nuclear power plant is a vital step in preparing for fuel debris removal and the dismantling and decommissioning of the power plant.

    In November 2012, the NEA launched a benchmark study to improve severe accident codes and models and to further the understanding of severe accident progression. Eight countries comprising France, Germany, Japan, Korea, Russia, Spain, Switzerland and the United States are participating in the Benchmark Study of the Accident at the Fukushima Daiichi Nuclear Power Station (BSAF).     Regulatory infrastructure

    NEA meeting with Japanese officials to discuss nuclear safety regulatory organisations

    On 17-18 January 2012, an NEA team of international experts met in Tokyo with members of the Japanese Advisory Committee for Prevention of Nuclear Accidents and the special Japanese Task Force for the Reform of Nuclear Safety Regulations and Organisations to foster increased understanding of various national regulatory organisations and approaches to regulatory oversight of nuclear power facilities. Participants discussed different approaches to reforming areas recommended by the Advisory Committee, such as those concerning independence, regulatory oversight, crisis management, human resources and development, new safety regulations, transparency and international aspects for regulatory organisations.     NEA meeting with Japanese nuclear safety authorities to discuss stress tests

    On 16-18 November 2011, an NEA team of international experts met in Tokyo with the Japanese Nuclear and Industrial Safety Agency (NISA) and the Japan Nuclear Energy Safety Organisation (JNES) to foster a better understanding by NISA and JNES of other NEA member countries' post-Fukushima national safety reviews (or "stress tests"). Experts from Japan, France, Finland, Korea, the United Kingdom, the United States and the International Atomic Energy Agency (IAEA) participated in these meetings.     • Thanks for the photo above with the Chinese soldier pointing the gun to his head. Either this is a subtle message aimed at what will be "trendy" with U.S. citizens when their financial resources is taken away (to pay off creditors), or the people forced to serve in the Chinese army have a conscience and are aware that what they may be doing (in the future) with the U.S. population is wrong.

      • Actually, the photo is a joke by Chinese civillian students, dressed in old-style "guards" uniforms, larking about....I did say that modern China has a sense of humour....

        • Yeah, but freedom of speech is frowned on in China and these photos are usually allowed to be made public only with permission from the Chinese government. And they may not have such a sense of humor about the ways of their founding fathers unless such humor can be useful in some way, per subliminal or other similar manner or way.
