The majority of Putin's speech was all about improving the financial numbers and business. He just announced record farm harvests for Russia under his watch. Also note that transiting Jupiter is equaling Putin's natal Jupiter/Kronos placement ("the successful money manager"), and Putin sounded like a cross between Kennedy (who lowered taxes on individuals) and Reagan (who lowered taxes on business start-ups). Both of these Presidents had successful economies with the types of tax breaks they did, and Putin may be timing this Jupiter transit. Obama could take a lesson from this guy since the U.S. deficit just crossed $18 trillion.
At 25:30 Putin is calling for ending "total controls" on businesses from excessive inspections. This will concern eliminating excessive costs incurred from inspecting bureaucrats starting in 2015, more vacation time for business supervisors, and a tax amnesty for new businesses for their first two years (in which they will pay no taxes, starting in 2015), including businesses returning to Russia. This is very similar to what Reagan did in 1982 with ERTA (Economic Recovery Tax Act), except he announced earlier in the video that he does not want to make arms expenditures a priority since arms races are expensive (and Reagan accelerated the arms race, creating huge deficits).
At 37:30 Putin states that Russia has had a record amount of harvests for 2014.
At 42:40 Putin calls for removing external risks on the banking system.
At 43:30 Putin calls for lowering costs in government by being more cost efficient and seek higher returns in financial areas.
