In Most Football Matches ..players attack each other pushing and shoving each other more then actually touching the ball . .this is happening in a lot of cases in world class matches ...pushing and shoving ...actually they should play without touching only the football ...touching between players should be kept to the minimum like accidentally
Action : strict rules anyone found pushing and shoving marched out of the match immediately.

These are not games rules. These are supermarket, parliament or streets rules!! Of course this will make games as boring as watching pple queue!😆
A game is just that: a game, not a serious business.
If you are still finding it hard to understand, think it this way: in football, the rule is more against 'obstruction' than 'pushing'. If you ran accross the path of a running player, he can push you to the ground, and it will be your fault!
You are saying 'touching should be minimized to accidents'. But not only must 'accidents' happen regularly in such sports (unless we are constraining the players up to the point of making the game boring), it is very difficult to tell an 'accident' from an intentional act of necessity. You can't tell when someone is pushing because he was trying to use the hands to balance themsels etc.
You want to spoil football even further! Football is boring because since goals are very rare, it is often the referee who determines the outcome. We have this issue where the players dive and fly upon the slightest body contacts, fooling the referees! For most of people, a good game is one that is lesser and lesser authoritative, which means the lesser the rules, the better! It is the PLAYERS, not the REFEREES who should decide the game outcome.
Earlier, football was good in that its rules were not much different from those of rugby! So we don't have this nasty 'diving' thing! But latter, too much restrictions were brought in because of cowadice!
