it works anywhere but is best if you have physical contact with the earth herself hence barefoot on grass. I ground myself at work all the time and I work in an office above a fridge on a mezzanine floor so that is one storey up and above an object constantly emitting electro-magnetic energy, no actual physical contact with the ground itself. the energy from the fridge does make it a little difficult but not that much. Its your intention that makes it work one way or another, reaching through the objects in a way. metres of concrete won't do anything to stop you grounding yourself, everything is made of energy after all and all you're doing is transferring energy with the earth. So give it a try. also, when I ground myself at work, I find that sitting in the same spot everytime makes it somewhat easier, assume that is to do with energy having a regular path but I don't know.
