Both at points A and B, an electron and a positron are surreptitiously created. This pair last for some time. However, if B is sufficiently near A, there is no stipulation at all that the antimatter created at A will be anihilated by its partner at A. The only reason why vacume is a poor conductor is that the electrons density in it is very very small. Otherwise, there is always tiny current leaking to vacume. Likwise, there are lots of electric currents charning around in vacume. We can't detect them due to their less current density.
