They are the dracos and reptilians. There is also a race called the grays, there are small ones from Zeta Reticuli and larger ones who are in command of them. They have infiltrated the government and are plotting a combined matrix system. People say 'but we're already in a matrix' but they dont realise the plans of these beings. The system is being manipulated to create a living hell. These beings live off fear. No matter how much people try to live on love, they always have a plan to bring fear to the masses. They are super ridiculously intelligent!
However, you have to look at the situation for what it is. Yin and Yang. So where there are beings trying to destroy, there are also some very kind beings. The trouble is just as Neo said "How do I know I can trust you?" We need to be able to first trust eachother and work as a team. Just living in love alone wont work! Jesus said himself, "Faith without works is dead".
People may not always see it that way though. We as a Society as a whole, not me or you do not even know about an ET presence, so they'll see an ET and see that it's a negative and evil ET and think that the rest or all are just as negative and evil. It looks like it would make the Federations job much harder, but they never mention that. It may not though, maybe when the Federation announces their presence around 2015 and 2017 and we are all 100% aware of an ET presence they will know of their Purpose of benevolence and what they are doing, when that happens the Draco and The "Rogue" Grays will lose the fear that they have been feeding off of.
I really hope they lose the fear. The trouble is they are about to create alot more of this fear very soon. Its hard to ignore when a family member is killed in a 'natural disaster' or your house has fallen down and you have no place to live.
The best thing we can do is to be grateful for what we have and realise that we are basically living a dream...or a nightmare! There is no such thing as death, we are energy! The biggest fear people have is they fear death which is an illusion given by these fear-based beings.
