In my country in Malaysia, the implanted ID was implemented since 2003 on all people here. Don't know where this idea came from. I also heard that in the future (don't know when will be implemented) all car plates equipped with chipboard will be conscripted on all cars failing which fine or imprisonment for 2 years or both (see?). We have to pay $150 for the cost compared to $20 without chip - just plastic. 2 huge companies were awarded the tender by the government to produce the chipboard car plate. So, better hope our skin will not get implanted!
