In most cases it's like shooting first then saying sorry ...no sir it doesn't work like this.
For very slight mistakes sorry is acceptable but where you have hurt, wrongly accused, taken someone's life without full justice then sorry is not enough but tit for tat is enough.
Life is not cheap so for murderer's tit for tat is sufficient.
For those inflicting harm to others sorry is not enough but tit for tat is more sufficient.
Abusive language is used by beings who are not humans but half reptalians for your words lead to actions and this is how fights and wars start.
