  Okay, enough is enough!  I lived at South Lake Tahoe for 17 years and raised my children there.  Lake Tahoe is happy and grossly over protected water.  First of all, let's set the story straight... IT IS A NATURAL LAKE.  The Lake Tahoe Basin is the throat of an ancient volcano... The Tahoe Regional Planning Agency (TRPA) has been a bi-state agency that regulates EVERYTHING including what color certain houses can be painted.  Oh, and the dam, that pathetic bridge over the ONE outlet for the lake compared to the zillions of inlets... the lake and the dam usually do not naturally meet.  I can recall many years that the lake's rim and the dam were separated by flower filled meadows with tall green grass... and the one year they met, the dam didn't mean squat as the Truckee River overflowed to dangerous levels.  That is one sight I will never forget... the river below the dam was just feet from the main road in.  Cows can't even be had in the lake basin which extends to unfathomable distances and the few stables were things that USED to be because Tahoe is not even horse friendly.  The area has deep spiritual and historical roots to the many Indian tribes that used to call it home.  So all this talk of "unhappy waters" is a figment of somebody's imagination who is not or has never been familiar with the Lake. I would hope that one would research the waters they are talking about, talk to residents of the Lake, look at the TRPA and try to make the effort to put forth knowledgable talk about something near and dear to their hearts and not be led astray because somebody once told them something.  There are more sides to the story.
