This is actually very hilarious (BUT I WOULDN'T WANT TO BE THE RECIPIENT OF THIS CHECK). When your bank tells you that the U.S. government has insufficient funds for payment, you have to wonder what kind of madness or addiction (especially with prostitutes or porn surfing) is taking place in Washington D.C.
