New Moons are noted as "new beginnings" on a large scale. Depending on one's natal horoscope (and with transits that may be taking place within one's natal horoscope), a New Moon is regarded as an excellent time to start new projects or a "cleaning up" of one's house, a reconciliation or changing of personal affairs, or reconciliation or changing of business affairs.
Because new changes are a theme with a New Moon, crisis is possible. Such crisis may be needed, welcomed or not. Note that one of the themes that I mentioned was reconciliation. This can define removal of fraud, or correcting something which is misplaced and not proper or true. And what one individual may define as fraudulent or not necessary another may define as needed for their livelihood.
The Washington D.C. New Moon of January 1, 2014, is very significant not only because it takes place on New Years Day, but also because of the placement of sharp squares involving the Sun, the Moon, Mercury, and Pluto (all in the first house, and ALL TOGETHER) with Mars in the ninth house and almost directly overhead per Washington D.C. location (and VERY CLOSE to the MC (Midheaven)).
Squares represent a technical conflict that must be resolved in some way. The potential for arguments in January 2014 with this formation is very probable with such a four-way conjunction of two planets and two luminaries in the first house ("the general state of the environment," "the appearance," and "how other citizens outside the entity view the entity and voice their concerns") forming a square to Mars in the ninth house ("legal activities or debates," "international views and actions," and "debate or activities involving freedom, religion, or long distance travel").
Neptune rules disappointments, deception, and fraud on both organization and human astrology charts. Neptune is in the New Moon second house (general financial resources on a public scale and access to such resources), and Neptune is closing in on the star of Formalhaut, also called "the Watcher of The South" and Archangel Gabriel, located at 3 degrees Pisces 55 minutes. This may define that some sort of financial fraud to be exposed, a financial disappointment of some kind, or a blatant deception to be executed involving money and an abuse of power (together).
The Midheaven ("reputation") is conjunct the star of Algorab ("scavenging, violence, destructiveness, greed, fiendishness, lying, repulsiveness, suicide") and is very close to conjunction with Mars lined up with the star of Gienah ("material instincts, selfishness, lying, aggression, greed, craftiness"). Mars is also in the sign of Libra, and this placement usually welcomes one-on-one conflicts or competition. This defines the probability of an aggressive reputation that may not be honest or understood, or may have blunt aggressive overtones. And because Mars has a lot to do with police and police officers, I would not be surprised if the D.C. police is very busy New Years Day with arresting many drunk drivers and/or those involved in disorderly conduct.
Mercury and Pluto are conjunct and near the star of Nunki Pelagus. This star is strongly connected to "truthfulness, oratory, fond of travel, focus on state or foreign affairs, authority on business, and optimism." This placement has strong legal implications and thus defines the probability of law or derived applications and actions that result in laws. And with this placement in square with Mars in the ninth house (which also defines legal activities), it is strongly probable that legal debates, arguments, and conflicts are imminent.
The New Moon taking place near this "technical conflict" between Mars and the Mercury/Pluto combination only "adds fuel to the fire." And note that the area of "conflict" strongly implicates the first house due to the presence of two luminaries and two planets in it.
Here's a description of the first house from my notes, as this is going to be the most affected part of the horoscope:
1st House - the entity's general image. In non-human organization charts this house represents
the general state of the environment and may indicate grassroot opinions, as well as expression of
mass psychology responses to state actions. It may also represent how other citizens outside the
organization or entity view the organization.
Now on to the New Moon discussed and its application to the horoscope of the U.S. Congress, dated 11/17/1800 (Monday morning, 9 AM). This was the first meeting of the U.S. Congress at the current D.C. Capital site, and not Philadelphia or New York. I like this chart better, and you will see why.
Below is the chart of the New Moon applied to the Horoscope of The U.S. Congress. Note that transiting Saturn (in the outer wheel 11th house) just conjuncted the U.S. Congress Neptune (in the 11th house) in fall of 2013. Saturn rules restriction and limitations, and this transit of Saturn to the U.S. Congress Neptune is the exposure of recent deception and fraud, and yes, this implicates the Affordable Care Act ("Obamacare"). Also note that transiting Neptune (in the outer wheel and in the 2nd house of financial resources) had just conjuncted the U.S. Congress Pluto during fall of 2013 as well. This is a financial fraud, and again this pertains to Obamacare due to the Fall 2013 timing of this transit. The U.S. Congress Pluto placement in the 2nd house may define financial resources per insurance companies (since Pluto is strongly related to financial institutions), and with transiting Neptune related to fraud or deception, there is no doubt that a financial scam may be going on between the insurance companies and some powerful members of Congress with this "Affordable" Care Act that is anything but affordable to most U.S. citizens. And this is regardless of how one organizes or tries to redefine the words stated by the U.S. President and Congress who passed this piece of fraudulent bullsh!t, and who are now trying to "explain their way out of it."
Transiting Saturn in the 11th does not look good for the U.S. Congress horoscope due to the "closing in" of transiting Saturn in Scorpio (in the outer wheel 11th house) on the 11th house placed U.S. Congress Sun (at 25 degrees Scorpio 2 minutes), which also forms a square with Saturn in the 8th house of banking, insurance, and secret matters (at 23 degrees Leo, 44 minutes). The original founding fathers did not want a central bank to print its money or decide its financial affairs, and this Sun Square Saturn placement of 11/17/1800 has all the hallmarks of an anti-bank sentiment all over it for that date and time!!!!
With Saturn transiting the U.S. Congress Sun Square Saturn placement, one better expect a strong probability of conflicts and restrictions that will involve financial institutions and their involvement with the U.S. government in 2014, with possible citizen involvement.
I say it's about time.
