This is way out of order ..you like so and so person in a restaurant , cafe , any store where this so and so person serves you with best intent but the company rule states you are not allowed to give anybody presents or gifts although the person gives it as a token of gratitude to a person who would lovelingly accept the exchange as a token of goodwill. 
Some stores management's do not allow this ..maybe mostly out of jealousy as staff was given a gift/present and they did not get any so becomes company rule no gifts and presents allowed to give to any staff.

They need to grow up.
