Most significant of the scientists research was the discovery that Chimpanzees are already naturally inclined toward jerking off in public and flinging feces at one another.

NOT A GOOD IDEA. Chimpanzees are easily bribed with bananas. Underage prostitutes, vacations, and cocaine are third party risks that force the (s)elected officials to think twice before they break the law.

I'd say it's a pretty good plan... but you know the corporations would bribe them w/ GMO bananas! I'm sure the integrity of the Chimps would be much higher than congress (but just about every living organism has higher integrity than our current congress)...
