September 24, 2009UN Adopts Obama's Plan For Nuclear-Free World

The United Nations Security Council unanimously passed a resolution today calling for tougher measures to cut the risk of nuclear terrorism and reduce proliferation.The resolution, accepted by Russia and China as well as Western governments, was the centrepiece of a historic meeting at the UN, and the culmination of extensive lobbying by President Obama.Gordon Brown confirmed that Britain would contribute to the disarmament effort by reducing its fleet of Trident nuclear submarines from four to three.Today’s gathering was only the fifth time the Security Council has met at summit level since the UN was created in 1945. Mr Obama became the first American president to preside over one.Colonel Muammar Gaddafi was mysteriously absent from the meeting a day after hijacking the General Assembly podium. The Libyan leader was entitled to attend the summit and diplomats feared he would try to upstage Mr Obama.The President said: “The historic resolution we just adopted enshrines our shared commitment to a goal of a world without nuclear weapons. And it brings Security Council agreement on a broad framework for action to reduce nuclear dangers as we work toward that goal.”He said the global effort would seek to “lock down” all vulnerable nuclear materials within four years.“This is not about singling out an individual nation,” he said. “International law is not an empty promise, and treaties must be enforced. . . We will leave this meeting with renewed determination.”Mr Brown told the leaders at the meeting that it was time to “draw a line in the sand” and pushed for greater sanctions against those who breach the terms of the treaty. “I believe the lesson of the past few months is that we cannot stand by,” he said.The Prime Minister said the world was facing a watershed moment when it must choose between a nuclear arms race or nuclear security. He said that subject to technical and security evaluations Britain would reduce its nuclear deterrent by the mid 2020s.White House aides claimed the adoption of the resolution was an endorsement of the President’s entire nuclear agenda, as laid out in a speech in Prague in April.The President called for the slashing of US and Russian nuclear arsenals, adoption of the treaty banning all nuclear tests, an international fuel bank to better safeguard nuclear material, and negotiations on a new treaty that “verifiably” ends the production of fissile materials for atomic weapons.He also strongly backed the Nuclear Non-proliferation Treaty, which requires signatory nations not to pursue nuclear weapons in exchange for a commitment by the five nuclear powers to move toward nuclear disarmament.States without nuclear weapons are guaranteed access to peaceful nuclear technology for electricity generation. All of those measures are included in the draft resolution that was adopted today.Ban Ki Moon, the UN Secretary-General, saluted the world leaders for their agreement. “This is a historic moment, a moment offering a fresh start toward a new future,” he said.President Medvedev of Russia said that “our main shared goal is to untie the problem knots” among nations seeking nuclear non-proliferation and disarmament.“This is complicated since the level of mistrust among nations remains too high, but it must be done,” he said.The draft resolution does not mention any country by name but it reaffirms previous Security Council resolutions that imposed sanctions on Iran and North Korea for their nuclear activities. It does not call for any new sanctions.The draft “expresses particular concern at the current major challenges to the non-proliferation regime that the Security Council has acted upon”.It also calls on all countries that are not parties to join the treaty “to achieve its universality at an early date,” and in the interim to comply with its terms.India and Pakistan, are not members of the treaty although both have conducted nuclear tests, and Israel, which is believed to have a nuclear arsenal, has not signed up to the pact.
