Preamble
We, the people of Earth, in order to form a more harmonious union of nations and to protect the human rights of all people, to insure the common defense, create spiritual growth, promote the education of all citizens, to protect and preserve the planet we live on and all creatures of nature, to establish protocols for communications with beings from other worlds, and to provide for the equal and fair distribution of all resources of our planet, do ordain and establish this Constitution for the People of Earth.
Article 1
All powers granted herein shall be vested in a General Assembly of the People of Earth, which shall consist of a membership of all nations and a Directorship comprised of seven leaders.
The General Assembly
The General Assembly shall be the legislative body of government and shall consist of representatives from every country on Earth. Each country shall send one representative for every fifty million people of its population, or a minimum of two per country.
Representatives shall be elected for a term of six years in their country of origin. All representatives shall be born in the country they represent and be a minimum of 25 years of age. Compensation to representatives shall be in the amount of the average salary of Earth, no other compensations are allowed. Representatives are citizens of Earth and subject to all laws of Earth without special privileges.
The Directorship
The Directorship shall be comprised of seven members and shall serve as the Executive Leadership for the planet. Each one of the seven directors shall first have been an Assembly Representative for two sessions and must be voted into office by a two-thirds vote of the General Assembly.
Directors shall serve for one term of 10 years, and then may volunteer to serve in an advisory capacity.
Article 2
The General Assembly shall make its home in the country of Greenland, which has donated 1,000 square miles for this purpose.
The Assembly shall be required to meet four times a year for 45 days at a time to conduct business. Any citizen of Earth has the right to address the General Assembly, either on appointed days or in writing. All citizens have the right to be heard.
Article 3
The People of Earth shall have free speech and free thought. The written and spoken word can be freely expressed in any format without fear of reprisal.
Free thinking is also protected, and it is forbidden to use electronic, psychic, or other means to listen or interpret the thoughts of others without their consent. No one may be persecuted or denied their rights because of any spoken word or thought.
Article 4
An individual is considered a material being 21 days after conception and shall be given all the rights of life.
Since a spirit enters the material world and makes its decision for life at this time, he or she will be considered alive in the material world and shall be defended by the laws and consciousness of the universe. It is a violation of Creation to kill any living being in material form.
Article 5
All citizens may move freely to any part of the planet Earth or other planets without hindrance. National borders are for mapping and historical reasons only, for all people are citizens of Earth and can move freely in any manner.
Article 6
The General Assembly shall issue the “Earth dollar” to all citizens and be responsible for its issuance. The Earth dollar shall be the monetary exchange for all countries, and no other money shall be used.
Each country shall receive Earth dollars in accordance with its gross national product and in consideration for its contribution to the general welfare of the planet. Developing countries shall receive extra compensation until they are at a level equal to other countries.
The Earth dollar will be in paper form or in electronic form: citizens may choose either, and it is honored everywhere on Earth. The General Assembly shall have the right to issue Earth dollars in any amount to protect the welfare of all Earth citizens.
Any citizen is entitled to Earth dollars in accordance with his or her contribution to society. The Earth dollar is based on the value of all its products created on Earth.
The intention is to raise the quality of life by providing goods and services of highest quality to all citizens, not to hamper them in any way by an economic system that is used as a weapon against them.
Jobs are provided to any citizen capable of work, so everyone can contribute to their community and care for themselves and their families. Compensation is related to the value of one’s position and its contribution to society. Wisdom, integrity, teaching, role-modeling, counseling, and services to community are among the most rewarded.
Article 7
There shall be no credit system of any kind, since it leads to one person having control over another. A system of Time Payments form large purchases such as homes can be arranged, but there is no interest.
A more complex system of economics is not encouraged, for the purpose of life is not to acquire material possessions or to create control over another through debt.
Article 8
The General Assembly shall form committees for Education, Economic, Spiritual Education, Off-Planet Relations, Human Rights, Science and Technology, Social Development, and Agriculture in order to fairly distribute the resources of Earth to all citizens.
All citizens have the right to a full education, a home of their own, proper health care, and legal representation. It is the duty of the General Assembly to ensure these rights.
Article 9
Local governments shall not make any laws that conflict with the Constitution of the People of Earth or the Natural Law of Nature.
Article 10
Spiritual education shall be offered to all who seek it in order to raise the level of consciousness of all citizens of Earth. A council of the highest minds will be maintained to guide us all towards higher consciousness.
The council will be comprised of learned spiritual leaders capable of creating high levels of logical thinking and spiritual bonding that others can tap into. This high level of loving and neutral energy will be “on” at all times to heal the Earth and its citizens. At any time, citizens are encouraged to add their energy to this bonding force to make it stronger.
As people of Earth evolve, there will be a gradual increase in the intensity of this connecting band of energy. This can be used to stabilize the health of all the creatures of Earth and communicate with higher life forms on other worlds.
Article 11
No law may be passed which endangers any species of life or harms the essence of nature, including the oceans, rivers, forests, and atmosphere of Earth. Any citizen of Earth who violates the planet or nature shall be educated until he understands the importance of living in harmony with nature and Creation.
Article 12
The General Assembly shall be responsible for speaking on behalf of the people of Earth and representing them to all races, alliances, and councils from other worlds. A special city in Greenland shall be built to accommodate visitors from the other worlds and to make them comfortable. Special rules and laws for visitors will be in force in this city only.
Article 13
The General Assembly shall maintain a Peace Force comprised of members of all nations. Each citizen of Earth between the ages of 18 and 25 shall serve 2 years in the Peace Force. During this time each citizen shall have the opportunity to serve in different capacities, allowing them to visit and work with several different cultures.
The Peace Force shall maintain the defense of the planet Earth, work in communication networks that make all information available to anyone on the planet, serve a local law enforcement aids, work as teachers in education centers, plus a variety of other community tasks which offer the opportunity for education and service to community.
Each citizen may select the type of service they would like to be involved in. It is desirable to promote the idea that we all should give to our community and not expect something in return. No other armies shall exist.
Article 14
The General Assembly shall provide for schools which allow any citizen to attend at no charge for as long as they wish. The purpose is to raise the intelligence standard of all people of Earth.
All levels of education, including the supersciences, are available to any citizen. No citizens shall be denied access to an education. School teachers shall be regarded among the highest rewarded in our society, for they mold the minds of our young, who create our future. No society can be stronger than the people it raises.
Article 15
All citizens shall learn the English language, and it shall become the international language of choice. All local languages may be continued as a second language.
Article 16
The human population of Earth shall be reduced to under one billion, and not less than 500 million, in order to live more closely in harmony with nature and Creation and to relieve stress on the eco, social, and agricultural systems. The population of the animal kingdom shall also be regulated in accordance.
Article 17
All citizens may barter any goods or services without the transfer of Earth dollars since there is no taxation.
Article 18
Hospitals shall be maintained in all cities on Earth. Doctors may use any remedy they choose, so long as they have been educated in its use. Natural remedies, such as sound, light, consciousness, and food will be highly promoted because they are the natural form in nature and do not pollute the body. Toxic chemicals are not allowed except in special cases.
A public panel shall be open at all times to inventors and developers of health remedies. All health remedies are freely available to all citizens. Contributions by citizens to the health of all is considered to be among the highest of gifts and is to be rewarded with Earth dollars for life.
Article 19
No form of energy shall be used on Earth that damages the atmosphere, oceans, or forests of nature. No energy shall be used that damages the thinking or health of Earth citizens.
All energies shall be free to citizens and regulated by a public committee. No chemicals or toxin of any kind are to be used as energy sources unless completely harmless to life.
Field generators, solar power, and tachyon energy converters shall be the primary source of energy on Earth, for they are free, safe, and come in unlimited supply from the universe. A public panel will be open at all times that encourages any citizens to come forth with inventions or ideas which can better the quality of life on Earth through energy.
A contribution of such great importance by any citizen would be highly rewarded with Earth dollars for life.
Article 20
Rehabilitation cities shall be maintained in Greenland to be used for the reeducation of those who break the laws. Those who are found guilty of a crime shall work and study in cities designed to educate them within the areas of their crime until they are ready to reenter society.
The utmost care, attention love, and understanding shall be given to those who are having trouble in their lives, so they may reenter society and live a more meaningful and rewarding existence.
Those guilty of violent crimes and who cannot be rehabilitated due to mental problems will live in special cities and be kept away from society. They shall be cared with the greatest of human understanding, in the hopes that by the end of their lives they can reach a better level of thinking so as to not impair the next life.
Article 21
Public communications systems cannot be used in any manner that displays human conduct that is not in line with the accepted role-modeling for life. No kinds of violent, sexually explicit, or illogical materials can be transmitted in any form using public systems.
Public forums shall be maintained by all communication systems to keep the voice of the people heard. Any citizen of any age has the right to be heard over public communication networks. All citizens are encouraged to take an active part in the development of the community and planet.
Article 22
A citizen is allowed all freedoms in his or her home that are not harmful or disruptive to others. Alcohol, drugs, or other narcotics of any type cannot be used in a public area.
A personal license will be granted to any citizen for the use of such products in his or her home. The license requires annual meetings with counselors on the use of these intoxicants.
