There are many negative connotations associated with the emotion of fear. It, along with its more intense cousin, anger, have been blamed as the driving force behind virtually every misdemeanor that humanity has committed on the planet. There is however a very clear distinction that one needs to make when passing judgment on this third dimensionally refracted element of love.
There is fear that controls your life, because it believes it is saving our life.
And there is fear, that in the moment, saves your life.
Namaste.
I infuse my every decision and action with the intention of greater love.

(this is a response to a reply that believes fear, scared, and fear of the future are the same).
This is the distinction I was referring to. Fear the emotion is a vibrational energy. It has no agenda. scared is a conditioned response to fear. as is curiosity, as is anticipation. If you intended that buffalo to be your dinner, (for arguments sake. No buffalos were eaten in the making of this comment), fear would create a very different behaviour. Phobia's are also a behaviour in response to a fear induced memory. The problem is the memories are outside of your conscious awareness. So over time we accept the behavious as our truth. But of course, the behaviours are a part of the illusion. There was a time in my life when I was to scared to ask a stranger for the time. I was to scared to say no to anyone. I was incapable of sharing my truth. It is however possible to access these memories and undo the programming so that over time all that is left is the emotion, there when you need, silent when you don't.
Fear of the future is the behaviour known as anxiety. It is a fear based memory transported into your future. The vibration of the memory looks for a matching future vibration
Fear, the pure emotion, is our most heightened state of awareness. It is what gives us clarity when the buffalo is chasing us. However, we cannot live in this state permanently. And this is the other side of fear. When it becomes connected to a memory that has a default behaviour attached to it. The "radar" never turns off. It is always looking for the memory in the real world. And inevitably, it finds it.
