I think, maybe, that I've got it. Maybe not. But here goes:
It has only one rule:
You can believe and do whatever you want.
To me, it fits. It explains how everyone can believe and do so many wild, differing, and conflicting things.
It explains existence, how "impossible" and possible things can happen, how so much hinges on belief...
And, it's universal. Everyone already believes it. Because they're doing it. They might believe they are below a god, that they have to go to work, that that man over there worries them, that if they do something to someone that they would upset them... it's all about what you believe, which is manifested through what you do. The only true thing that matters is you.

But I think, to me, it's a self-proving law. You can choose to believe it, or not to believe it, and it'd still be true. You'd still be choosing to believe it.
The manifesting what you believe through what you do is just something I threw in there for myself. It makes sense to me, that the world you believe in becomes the world that you are in. Since the world as we know it is just our perception of it, and that our perception of the world is basically our belief of it, our belief becomes our world.
Perhaps somewhere in there I'm mixing up the language. But, to me, I believe it. And you don't have to; remember, it's your choice.
Maybe I should put, "At least, that's what I believe." at the end of everything I say, just to clarify the condition of what I'm saying.
