Yes I think they are - seeing they are not allowed to have any fun (sexual fun).
And usually they are the 'fun Police' because if they ain't gettin any fun - they certainly don't want you have any either.
Maybe we should load them up on antidepressants and make urine drug testing required to verify their required prescription. Then we can watch the fun begin with this population when we cut off funding for such programs and hope they have a gun nearby during their antidepressant drug withdrawal.
