The United Nations Comes to Town: Agenda 21 Wicomico County Public Hearing
The Wicomico county council held a public hearing on property rights under the "Septic Bill" AKA Plan Maryland, AKA, Agenda 21, Wednesday night at the Wicomico Youth and Civic Center.
Essentially. the state mandated legislation (from the UN) requires the county to utilize the state "Tier map" which is a planning map for development but is separate and unique from local Planning and Zoning. Local counties in Maryland (and all counties across the United States) are all in the process of being forced to comply to similar legislation. Under the mandate, ag zoned areas will only be allowed to subdivide their property 7 times as a maximum, no matter how large the property is. In other words only 7 septic systems per 1,000 acres if that happens to be your property size, or 50, or 500, or 5,000. The law has no concern with the land acreage, just the zoning.
Under the state law, the Sustainable Growth and Preservation Act of 2012 (AKA: The communist United Nations regulations, implemented without a vote HERE in the United States!) will be implemented as a four-tiered map, unless the council refuses it, which would mean loss of funding from the state.
On Wednesday night hundreds of property owners, farmers, faced off with "environmentalists" in the public form at the Wicomico Youth and Civic Center. A group of non A1/Zone4 people who don't own agricultural land but call themselves environmentalists who want to "preserve" other people's farmland found themselves facing property owners that didn't much appreciate them.
Many sited that the issues with the Chesapeake Bay, have little of anything to do with people flushing their toilets. Well know issues such as sewage dumps on the western shore, geese and farm animal poop, the pollution from out of state, are the leading issues with pollution in the Chesapeake Bay. The high tech sump pumps required under the legislation are upwards of $15 thousand per unit and costs more in electricity, as it continuously runs.There is no consideration of the contract you signed when you bought the property. Nor is there any payment to the landowner for the loss of their use of their own private land. In addition, the measure devalues the land, making county revenue goals impossible without many more rounds of property tax hikes. Clearly this is not an environmental issue. It's a control issue.
I don't believe we have a council that will have the fortitude to stand up against this legislation on constitutional illegalities. It can be done, they just won't do it. Trust me on this....I'll go into more reason as to why I think this is so, another time, but pursuing legal action, which in my opinion is valid in this instance, is not going to happen.
The best we will get here is some parsed effort that I do think that will try to protect local land owners. I do believe the Wicomico council wants to do that. Ultimately however they will sacrifice whatever power that remains within the body, to the state. They'll chop this map up the best they can to retain the property owners rights without giving up state funding, which is what will happen if they fight it. So instead, they will attempt to move every property out of Tier 4, that they can. This is MY assumption. The county is accepting applications for exemptions on this legislation, with no promises, on anything.
Ultimately what this means, in my humble opinion, is a direct assault of the loss of your land and personal rights in the state of Maryland. It's going to get really bad. Much much worse, and if our council can not legally fight back then there is ultimately little purpose for them except to be arbitrators of the state to oversee the commands to us peons.
